The Commissioners Court signed a proclamation on Thursday, June 11, declaring June 19 as Emancipation Day in Fayette County. The Emancipation Proclamation was issued by President Abraham Lincoln on Jan. 1, 1863, declaring “that all persons held as slaves are and henceforward shall be free.” Due to the Civil War, the news did not reach Texas until 1865.
